Meeting of the Halk Maslahaty of Turkmenistan

On September 19, 2025, a regular session of the Halk Maslahaty of Turkmenistan was held at the «Maslahat Köşgi» Palace in the capital, chaired by the National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov.

The agenda of the Halk Maslahaty session, held in the lead-up to the 34th anniversary of our country's sacred independence, included important issues aimed at ensuring a happy and prosperous life for our people and the further socioeconomic development of Turkmenistan.

Participating in the session of the country's highest representative body were Deputy Chairmen of the Cabinet of Ministers, members of the Mejlis, heads of ministries and departments, political parties and public organisations, media outlets, hakims of velayats, etraps, and cities, members of velayat, etrap, and city Halk Maslahaty, honourary elders, and representatives of the public.

Addressing the meeting participants, Hero Arkadag Gurbanguly Berdimuhamedov noted that in a matter of days, the 34th anniversary of Turkmenistan's sacred independence will be celebrated on a grand scale, and on December 12, the International Year of Peace and Trust, the 30th anniversary of permanent neutrality will be celebrated with equal pomp.

In this regard, Hero Arkadag expressed confidence that the documents and proposals adopted and presented during the meeting of the People's Council will significantly improve the living standards of the people.

As noted, the President of Turkmenistan's efforts to expand friendly and fraternal relations, as well as to strengthen peace and trust, and ensure sustainable development in the region and internationally, have been a resounding success. Independent, neutral Turkmenistan is promoting initiatives and proposals in the interests of all humanity.

It was noted that, in accordance with the United Nations General Assembly Resolution, this year has been declared the "International Year of Peace and Trust."

Furthermore, a draft Constitutional Law of Turkmenistan "On the Legal Foundations of the Peace and Trust Policy of Neutral Turkmenistan" has been developed, Hero-Arkadag said. It was also noted that a number of events were planned for the International Year of Peace and Trust aimed at strengthening cooperation and mutual understanding worldwide, and a high-level Forum of the International Year of Peace and Trust will be held on December 12 of this year. Recently, the Law of Turkmenistan "On the Establishment of the Jubilee Medal of Turkmenistan, "Türkmenistanyň Bitaraplygynyň 30 ýyllygyna" was adopted to mark this significant date.

After the break, the Halk Maslahaty session continued with the participation of President Serdar Berdimuhamedov.

As emphasized in the President's speech, particular importance was attached to productive relations with the United Nations Specialized Agency for Education, Science, and Culture – UNESCO.

The Third United Nations Conference on Developing Countries, held at a high level this year in the Avaza National Tourist Zone, resulted in the adoption of the Avaza Political Declaration and the presentation of the Avaza Action Programme for 2024–2034.

President Serdar Berdimuhamedov noted that this December, together with the international community, Turkmenistan will widely celebrate the 30th anniversary of its permanent neutrality.

It was emphasized that the country's delegation will soon participate in the 80th anniversary session of the United Nations General Assembly, which is taking place in New York, United States of America, President Serdar Berdimuhamedov continued. This historic session will outline Turkmenistan's priority positions aimed at strengthening global peace and security, sustainable development, and expanding cooperation in the transport and energy sectors.

The representative forum of the International Year of Peace and Trust, which will be held on December 12 of this year, will be crucial in disseminating our state's constructive doctrine worldwide.

The head of state's address on the government's work accomplished and future plans was listened to with great attention.
